Process

Realistic stages and delays in a land-use application

What actually happens between submission and decision, and the common reasons applications take longer than expected.

Typical stages

  • Pre-assessment and pre-application consultation
  • Submission and completeness check
  • Public participation where required
  • Internal circulation and comments
  • Evaluation and decision
  • Appeal period
  • Compliance with conditions

Statutory periods are not guarantees

By-laws set periods for certain steps, but an overall completion date cannot be guaranteed. Incomplete information, objections, specialist work and municipal capacity all affect timing.

How to reduce avoidable delay

Provide accurate property information early, resolve title conditions in parallel where possible, and respond quickly to requests for additional information.

General information only, not legal advice. Requirements differ between municipalities.
